PROJECT ARC: The Ground-Layer Defense System

Recognizing this imminent threat, ARC Data Systems has formally submitted an Unsolicited Proposal to the Office of the Under Secretary of Defense for Research and Engineering (OUSD R&E) and a formal comment to the Missile Defense Agency (MDA). We identified a critical vulnerability in the SHIELD architecture: the ground layer. We are positioned to be their extension to the ground.

Every sensor reading, anomaly detection, and completed patrol is cryptographically hashed and anchored to our immutable Proof of Governance (PoG) Ledger. This creates a mathematically verifiable "Proof of Overwatch"—an unalterable liability shield that guarantees a specific asset was inspected at a specific time, fundamentally changing the corporate risk calculus for infrastructure operators and underwriters.
